Treasurer’s Report- Krause
Krause presented the May Treasurer’s reports. As of May 31, 2010, there is a balance of $75,760.54 in the checking and savings accounts. Funds need to be transferred into the checking account in the amount of $50,000. Research is needed on the payment to Chico’s LLC.
A motion to transfer $50,000 and approve the May 31 Treasurer’s Report with clarification of the Chico’s LLC payment was made by Wiberg. The motion was seconded by Wittig. The transfer and May, 2010, Treasurer’s Report was unanimously approved.
Site Management –Borg
Stone Haven
Borg shared photographs of the trees that fell down in Stone Haven. The trees that have fallen are covering the path. The trees are large and therefore should be cut down by a professional. Borg obtained several quotes for tree removal. Prices are in the $825-$850 range.
Borg made a motion to accept the bid of $825 if the vendor can provide a certificate of insurance. Lyons seconded the motion. The motion was unanimously approved.
Equipment - Tractor
Borg reported the he has assessed the used tractor. The tractor did not have a roll bar. Adding a roll bar would cause more liability if not done properly and the tractor was larger than what is needed. Borg recommended purchasing a John Deere, Model 4120 at a price of $23,670. This price includes some additional attachments and is discounted municipal pricing. The trailer the LGPD has can be used with the tractor. The tractor uses diesel fuel. Diesel is more economical.
Several models of John Deere tractors and a Kabota tractor were compared. The existing tractor could be sold.
Borg made a motion to approve up to $23,670 to purchase the John Deere, Model 4120 tractor and accessories. Bell seconded the motion. The motion was unanimously passed in a roll call vote:

Barn at Lemmon Hill
Borg presented information about the 21x75 barn at Lemmon Hill. Equipment of the farmer, tenant and the LGPD are stored in the barn. The farmer uses the largest portion of the space in the barn. The LGPD needs more room to store and do maintenance on park district equipment. Borawski will discuss the space with the farmer.
Bridge in Buffalo Creek Park
There is a 12 inch step up and down from the bridge in Buffalo Creek Park. Borg has been working with a vendor to come up with a plan to enhance the bridge. This includes adding an aluminum railing, steel brackets, cement footings and a 6” wooden step on each side. A price quote of $650 was received from Meyer Metal Systems. This item will be added to the July meeting agenda for approval.
Minutes
Borawski made a motion to accept the May minutes as corrected. Bell seconded the motion. The May minutes were unanimously approved with corrections.
Legal/Insurance-Wiberg
Workman’s Compensation Insurance
Wiberg reported checking on whether Workman’s Compensation would cover any injury expenses for commissioners or for volunteers associated with buckthorn and work for the LGPD. Wiberg is exploring gathering information for adding three commissioners to the policy including additional premium costs. When the cost information is received, Wiberg will present this to the LGPD for discussion by the Board. Workman’s Compensation may apply only to paid workers. The LGPD may just need liability coverage which it already has for volunteer workers.
Buffalo Creek Park/Covered Bridge Trail-Martlock
Martlock reported removing a large quantity of Garlic Mustard, Dames Rocket and will continue removal as needed. The interns are doing an excellent job.
Publicity/BCP Gazebo-Lyons
Re-lining Sewer Letter
Lyons reported the sewer pipes will be relined. The process will take a week. Martlock suggested taking pictures before the work is done.
Wind Chimes
Donation of the chimes is pending sale of the property.
Sports/Fields- Borawski/Nathanson
Purchasing Cooperative
Borawski reported the purchasing cooperative negotiates rates for electric and gas. Members are charged monthly for gas and electric. Borawski shared his analysis of the pricing and it would cost more for these utilities from the cooperative than the park district is paying today.
Ball Fields-Lemmon Hill
Borawski asked Palmquist to do backstop quotations at Lemmon Hill for balls that are hit beyond the field. Over the next several weeks Palmquist will provide several options.
Poul’s Nursery thinks they can save the damaged trees in Lemmon Hill with iron injections which would cost $50 each.
The lease extension for the house at Lemmon Hill has been drawn by Hoyne for a period of 5 years, at a 5% rate increase over the 5 year period. The lease will need to be signed. Lyons will confirm the lease has been executed.
New trailer information has been passed to Wiberg to validate if it is included on the insurance policy.
Menards Ball Fields
The Village will be reviewing options for ball field sprinkler systems. The cost is estimated to be $25,000-$30,000. There are no updates on the soil. The topsoil layer contains too many rocks and will need to be replaced at the cost of the developer.
The Village attorney has drafted a preliminary lease agreement that will be presented to the LGPD for review and consideration. Section 3 of the draft agreement will need to be modified. Nathanson suggested changing the wording from soccer to athletic fields. Commissioners were asked to review the document and provide comments to Borawski and Nathanson. Nathanson recommended to Karen Schmidtt that she relay to the Village that the stone topsoil needs to be removed and let the land sit. If the topsoil cannot be removed, the area should be treated with herbicides to control weed growth.
Recreation
For the month of May, the recreation programs ran at a profit of $950 for the month. Registration for recreation programs are up.

Vice President’s Report-Wittig
Sunset Grove Environmental Project
Wittig reported meeting with the Village Engineers, walking the areas and making changes and corrections to the proposal for the IEPA. The proposal should include the per hour compensation rate for interns. Wittig presented a summary description of the proposed supplemental Project (SEP) for Commissioners to review. Wittig and Martlock will assist with this proposal.
Garden Club Donation
The garden club had a successful plant sale and provided a donation to the LGPD intern program in the amount of $2,000. A thank you letter will be sent to Lorraine at the Garden Club.
Garden Club Show & Sale
The artist group of the Woodland had a show in conjunction with the Long Grove/Killdeer Garden Club plant sale. The artists’ works were sold and they donate a portion of their profits to the Woodland Trust. Trustees of the Woodland Trust have transferred investment funds to be FDIC insured.
Eagle Scout Projects
A new Eagle Scout project will be to redo the Information area at the entrance way. He will also build bird houses for the IEPA project.
Wittig reported when Eagle Scout projects are complete, the LGPD sends a letter the park district usually attends the Eagle Scout award ceremonies.
Interns
There seven interns on staff this season (2 were temporary). The objective is to have 4 interns on staff every day.
President’s Report-Bassett
Glenstone/Mr. Razny
Lyons and Bassett reviewed the property site. Trees had been planted on LGPD property and they are nice Burr Oak trees that had been put in by the developer. The LGPD has no objection to the trees. The LGPD has land on both sides of the Creek and the bridge is installed on LGPD’s property. The residents have done extensive burning and maintenance of the paths. The LGPD has been asked by the Village Conservancy Committee to let them know the LGPD’s position on the Razny property. Razny has agreed to do whatever the LGPD asks regarding the property. The LGPD needs to communicate with the homeowners of Glenstone either by letter or face to face where the LGPD property is and the process for approval by the LGPD when work is done on LGPD property. Lyons suggested a letter be drafted and reviewed by the attorney. Wittig will contact the Lake County Forest Preserve to see if they have a sample letter. Bassett will draft a letter to Mr. Razny on the LGPD’s position.
Edgewood Pond Inquiry (Mrs. Salter)
Bassett reported receiving an inquiry from Mrs. Salter. He advised the homeowner that we owned the pond but gave approval to the resident, Mr. Diaz, to do what is necessary to maintain the pond.
Property Inspections
Bassett urged commissioners to do their property inspections and report to the Board on their property sites.
Adjournment of Meeting
Borg made a motion to close the meeting. Wittig seconded the motion. The meeting was adjourned at 10:00 pm.
